Rebelianci próbują przejąć kontrolę nad krajem, a tytułowy bohater, nastoletni "Mad Dog", walczy po ich stronie, dowodząc partyzanckim oddziałem (a właściwie uzbrojoną bandą) złożonym z tzw. "dzieci-żołnierzy", wykorzystywanym przez siły antyrządowe w działaniach pomocniczych, w tym również do prześladowania ludności cywilnej. Młodociani bojownicy nie ustępują dorosłym pod względem bezwzględności i okrucieństwa. Nie mają rodzin - wychowali się na wojnie. Nie pamiętają nawet swoich imion - zamiast nich używają pseudonimów. Nie chodzili do szkoły, nie potrafią czytać, za to od wczesnego dzieciństwa uczyli się zabijać i nienawidzić.
